About the Climate Action Authority
The Climate Action Authority (CAA) is a national body established to coordinate and oversee climate action in Malta. Our mission is to mitigate the impacts of climate change and ensure a sustainable future for our nation.
Our Approach
At the CAA, we adopt a holistic approach to climate action. We focus on reducing greenhouse gas emissions, enhancing carbon sinks, and implementing adaptive measures to build resilience against climate change. We engage with various sectors and stakeholders to formulate and implement effective climate policies and measures prevent and minimise the vulnerability to climate change impacts.
Structure
The CAA Board is responsible for advising the Government on climate action and ensuring that all policy and legislation having a direct impact on climate change is consulted on with the Authority. The Board’s responsibilities include setting strategic directions, approving major initiatives, and monitoring progress.
Accountability
We are committed to accountability and transparency in all our operations. . The CAA is governed by the Climate Action Act, 2024, which outlines its powers, functions, and responsibilities. The CAA is committed to regularly publish reports on its activities, progress, and outcomes.
Key Commitments
The Climate Action Authority is a key player in Malta’s fight against climate change. These are our key commitments:
Establishing the Climate Action Fund
The Authority is responsible for establishing and maintaining a Climate Action Fund. This fund will be replenished through revenues from market-based climate measures, national greenhouse gas reduction initiatives, and donations or grants.
Contributing to National and International Climate Goals
The Authority supports Malta’s efforts under the UNFCCC, Paris Agreement, and EU climate legislation. This includes designing policies, programs, and projects that contribute to climate change mitigation and adaptation, aiming to meet national targets and be part of the global solution.
Promoting Climate Resilience
The Authority ensures that government policies, programs, and projects are designed to be resilient to the impacts of climate change, to the extent possible.
Coordinating Climate Action Across Government
The Authority leads and coordinates climate action projects across different government ministries. It also designs and develops climate-related incentives and measures.
Developing Climate Knowledge and Awareness
The Authority is responsible for designing and managing a framework to improve knowledge, education, and public communications on climate action.
Preparing Key Climate Plans and Strategies
The Authority prepares Malta’s long-term strategy, the adaptation strategy, and the national energy and climate plan.
Collecting and Reporting Climate Data
The Authority collects, processes, and interprets data related to climate action, in line with international and EU obligations. It also requires reporting of relevant data from entities affecting the climate.
Providing Climate Recommendations
The Authority makes recommendations to the Minister on any matters related to climate action legislation and policy.
Engaging Stakeholders on Climate Action
The Authority consults with stakeholders and acts as a forum for engaging with other statutory bodies, sector organisations, and civil society on climate action.
